What is a Quota?
Quota is a permit required for Individuals or Companies to employ foreign workers to Maldives for a commercial purpose. The purpose of the Quota is to maintain a minimal and legalized expatriate labor force.
Who does not need a Quota?
For domestic occupation a quota is not required (eg. domestic servant, attendant, domestic driver)
Who should be responsible for the Quota?
The employer should be responsible for the Quota
How to apply for a new Quota?
- Get registered in the X-pat Online System (Xpat) through Online Registration.
- Employer himself or can appoint a representative to transact on behalf of an Individual or companies.
- After completing the above formalities quota requested will be submitted to the Xpat.
Note: Quota application will be processed within working 15 days if all the documents are in order (after site inspection)
Categories for which quota can be issued
- Commercial Category
- Government Category
Commercial Category:
Under the Commercial Category individuals and companies must obtain a Quota. This includes both professional and non-professional categories.
Documents required for Commercial Category:
- Company Registration
- Business Profit Tax (color copy)
- S.T Registration Certificate/ Receipts (Colour Copy)
- Picture of Work Site (Inside / outside view of site)
- List of Maldivian Employees
- Pension Registration

Government Category:
Under the Government Category government and government companies must obtain a quota to recruit foreign workers. This includes both professional and non-professional categories.
Documents required for Government Category:
- Letter requesting the total number of foreigners to be recruited
- Board Resolution (Government companies

Quota Extension:
In order to extend a Quota the employer has to submit through “My Online Applications” of the Xpat user portal. Quota Extension Form should be submitted with the application.
